In reference to the CME/RCF’s letter at (ii) above, it is advised that  the recommendations based on the negotiated settlement with members of Joint Action Committee/RCF, have been examined in Board’s office. It has been decided that:

      1.  Status quo to be maintained regarding incentive and leave reserve.

  1. Efforts should be made to keep the incentive levels similar to last year, while maintaining the outturn as per the allotted targets.
  2. Review by RITES to be conducted as early as possible. The equivalence factor of ICF & LHB coaches also should be reviewed during the study.

The issue of creation of posts shall be considered in Railway Board and the outcome will be conveyed in due course.
