Sub: Brief of the meeting held today with the CRB and subsequently with Hon’ble MR

In view of the anguish prevailing among the vulnerable categories staff, particularly Running Staff and the staff working in the Workshops and Production Units, owing to inordinate delay in revision of rates of Running Allowance and other allowances related to Running Staff and Hourly Rates of Incentive Bonus to the Workshops and Production Units Staff over the Indian Railways, I met today(morning) with the Chairman Railway Board, who took a prompt action and asked the Addl. Member(PU), Railway Board, that, Incentive Bonus has been delayed inordinately, as Joint Meeting should be called immediately so as to resolve the matter amicably.

So far Running Allowance and other allowances related to Running Staff is concerned, the case is still pending with Hon’ble MR and today evening I met him also and persuaded him to send the matter to the MoF(Exp.). Hon’ble MR has once again reiterated his earlier views and pointed out about the huge expenditure. Since he(Hon’ble MR) was under extreme pressure, we have again requested him to hold a meeting and decide the issue. Hon’ble MR has agreed to discuss the issue once again on 3rd September, 2018.

I also requested to Hon’ble MR for holding a meeting with Hon’ble Finance Minister on the issues of New Pension System, Minimum Wage and Fitment Formula, for which Hon’ble MR said that, first he would talk on these issues with Hon’ble Finance Minister.

The issue of upgradation of Trackmen/Track Maintainers in the ratio of 10:20:20:50 was again referred back to Civil Engineering Directorate, Railway Board. Today CRB has asked the Member Engineering, Railway Board, to get it cleared, who has promised that he would pursue the matter in a positive way.

On the issue of LARSGESS, CRB told us that, the matter is still pending with the Ministry of Law & Justice.

On the issue of one time exemption for recruitment of those Course Completed Act Apprentices, in the Railways, who have pass out before 01.09.2016, he told us that, he would look into the matter.
