Dear Sir,

Attention is invited to Railway Board’s above letter conveying that the demand raised by Staff Side (AIRF & NFIR) through PNM Items No. 25/2011 (AIRF) and 38/2015 (NFIR), regarding eligibility of matriculate compassionate appointees, trained for 2–3 years, to be treated at par with ITI/Act Apprentices for promotion as JE under 25% Intermediate Apprentice Quota, has not been found feasible.

As a matter of principle & natural justice, the decision is not acceptable to our Federation. It is submitted that such employees undergo intensive Railway training and acquire adequate skills, thereby making them fully competent for JE duties. Denying them this opportunity not only disregards their training and service but also creates a sense of injustice among a large section of staff.

In the interest of fairness and equity, AIRF strongly urges that the matter be reconsidered and a joint meeting with both Federations (AIRF & NFIR) be convened at the earliest to resolve this long-pending issue amicably. This will strengthen trust and cooperation between Railway Administration and staff organizations.
