Dear Sir,
Sub: Guiding norms for imposition of punishment on LPs/ALPs in cases of Passing Railway Signals at Danger(SPAD) as specified in first proviso to Rule 6 of the Railway Servants (Discipline & Appeal) Rules, 1968(as amended from time to time)
Ref.: Railway Board’s letter No.2017/Safety(A&R)/18/10 dated 08.01.2018
In partial modification of this office letter of even number dated 18th February, 2018, in the last para of the same, the punishment of putting them as Asstt. Loco Pilots for some time has been typed inadvertently, which may please be read as under:-
“it is very humbly requested that, the punishment of reversion of the Loco Pilots to Shunter needs to be reviewed and be avoided to the greatest extent, instead they can be considered for an alternative punishment of postponing their increments or putting them to work as Co-Loco Pilot for some period of time”.
With Regards!

Dear Sir,
Sub: Guiding norms for imposition of punishment on LPs/ALPs in cases of Passing Railway Signals at Danger(SPAD) as specified in first proviso to Rule 6 of the Railway Servants (Discipline & Appeal) Rules, 1968(as amended from time to time)
Ref.: Railway Board’s letter No.2017/Safety(A&R)/18/10 dated 08.01.2018
We are very much thankful to your goodself for reviewing the instructions of punishment in SPAD cases, and it has given relief to some extent to the Loco Running Staff who were earlier used to be removed from service.
After going through these orders, issued by the Railway Board vide their letter under reference, it has been found that, for the Loco Pilots; reduction to a lower post/grade of Loco Pilot Shunter for two years is still much more harsh and will be against their improving skills in case of driving trains. This will also create problems because the post of the Shunter is very negligible and normally this job used to be taken from the Loco Pilot itself. So, looking the administrative conveniences as well as de-professionalizing the Loco Pilots from driving locomotives will make them idle and they will lose the habit of driving, which is a basic requirement for the Loco Pilots.
It is very humbly requested that, reversion of the Loco Pilot to Shunter may please be avoided and they can be given some other punishment for postponing their increments or putting them as ALP for some time.
With Regards!
