Sub: Utilization of the Guard Counselors for training of the staff

     Ref.: Director, TT(Pol), Railway Board’s letter No.2013/TT-I/76/12 dated 25.02.2014

Reference above, we have already quoted Chief Personnel Officer, South Eastern Railway, Garden Reach’s letter No11/4/24/GC/PT. I dated 29.07.1999, which clearly stipulates that, in the General Managers’ Conference, held on 11.01.1998 in Railway Board’s Office, the then Member Traffic, Railway Board, had quoted example of Central Railway regarding induction of Guard Counselors in all the Divisions from February 1998 onwards, wherein one Guard is designated as Guard Counselor for 100 nominated Guards, and is utilized after imparting two weeks training in the Zonal Training Centre for monitoring and counseling the Guards in Safety Rules, particularly in air brake system, and this practice is thereafter in vogue on all the zonal railways without any exemption.

 

We are enclosing herewith photocopy of above quoted letter of the CPO/SER/GRC for your ready reference with the request that South East Central Railway Administration may be advised not to repatriate  Guard Counselors in the interest of Railway Safety, particularly the decision taken by Bilaspur Division of South East Central Railway, being arbitrary and violative of safety norms, should be done away with immediately.

An early action in the matter shall be highly appreciated.
