The issue of arbitrary surrendering of posts on the Indian Railways, being of serious concern, has been raised by the AIRF repeatedly, and the undersigned had also raised this issue on 9th July, 2020 in the meeting with your goodself. It was assured, during the said meeting that, no surrender of posts shall be resorted to without thorough consultation with Recognised Union/Federation. This issue further came up for discussion in the “Workmen Sangosthi”, held by Hon’ble Minister for Railways on 16.07.2020, with both the Recognised Federation, through Video Conference, wherein I also expressed our serious concern on this issue.

As your goodself is very well aware that, creation of even a single post in the Indian Railways is a very tedious job and the process of creation of the posts undergoes through various steps, and finally when it is considered justified to create the posts, the same is created on availability of Matching Value in the Vacancy Bank of the Divisions/Zones/ Railway Board.

It is highly unfortunate that, N.F. Railway Administration has proposed to surrender a large number of posts on thumb rule basis in an arbitrary manner without holding any discussion with AIRF Affiliate in N.F. Railway – N.F. Railway Mazdoor Union, which is highly unfair and may lead to avoidable industrial unrest.

It is, therefore, requested that, N.F. Railway Administration be advised not to go ahead with the proposed surrendering of the posts and to put the proposal on hold until threadbare discussion is held with N.F. Railway Mazdoor Union on this issue.

An immediate action in the matter shall be solicited.
