Sub: Delay in conduct of Appendix-IIIA Examination in the Accounts Department
It is respectfully submitted for your kind consideration that the last Appendix-IIIA Examination for promotion to the post of Senior Section Officer (Accounts) was conducted by the Railway Board in June 2024. As per the established practice, the said examination is required to be conducted annually. A large number of vacancies in the post of Senior Section Officer (Accounts) presently exist across various Zonal Railways, resulting in an increased workload on the existing staff and adversely affecting the efficient functioning of the Accounts Department.
Further, a substantial number of eligible Accounts staff in the feeder cadre of Senior Accountants/Accountants are awaiting their promotion to the post of Senior Section Officer (Accounts) in almost all Zonal Railways and Production Units. Since promotion to the said post is subject to qualifying the Appendix-IIIA Departmental Examination, the non-conduct of the examination has blocked the promotional avenues of deserving employees. The continued delay is also causing widespread dissatisfaction and serious unrest among the staff.
In view of the above, it is earnestly requested that the Appendix-IIIA Examination may kindly be conducted at the earliest, without any further delay, so that the existing vacancies can be filled in a timely manner and the legitimate promotional prospects of eligible employees are not adversely affected.
An early and favourable decision in this regard will be highly appreciated.
