Subject: Withdrawal of Amendment Slip No.04 dated 18.02.2026 to G&SR Rule Book 1983 of Northern Railway

Dear Sir,

As per Amendment Slip No.04 dated 18.02.2026, in cases where any Loco Running Staff has not operated any locomotive during the preceding six months, the CLI has been authorized to issue a Competency Certificate to the Loco Pilot without requiring him to undergo Refresher Course before regularly working a train.

Prior to issuance of the aforesaid Amendment Slip, such Loco Running Staff who did not work/operate any train/locomotive for a period of six months, they were being subjected to undergo Refresher Training in Training Centre. As per Railway Board’s letter No.2024/E(Tr.)/41/13 dated 19.11.2024 (RBE No.107/2024), there is no provision of practical training in ARM/PRM for the Running Staff concerned, as is evident from the training contents, and only theoretical training is stipulated therein.

Since the provision of the said Amendment Slip, referred to above, does not provide for any Comprehensive Refresher Course for those Loco Running Staff who did not work on any train/locomotive for a period of six months, this is likely to result in potential danger for safety of train operation.

A large number of Loco Running Staff of Northern Railway have submitted their representation in this regard stating that the provision contained in the aforementioned Amendment Slip No.04 are not conducive for safe train operation, therefore, the same should be withdrawn, and Loco Running Staff who did not work on any train/locomotive for a period of six months should invariably be sent for undergoing Refresher Course with practical training in the Training Centre in the larger interest of safety of train operation.

This Federation would, therefore, request your goodself to kindly intervene in the matter on priority, being a safety related issue, advising the concerned authorities to withdraw Amendment Slip No.04 and restore the previous provision in such cases.

An early action in the matter shall be highly appreciated.
