The cadre of Commercial Clerks, ECRCs and Ticket Checking Staff is proposed to be merged for future entrants as per RBE No.28/2018 dated 22.02.2018. Accordingly, the combined cadre, viz. Commercial-Cum-Ticket Checking in Level-III(GP Rs.2000), will be filled-up 50% by DR Quota, 33/1.3% by General Selection and 16/2.3% by LDCE .
In GDCE, to fill-up these posts in the combined cadre, which is 33/1.3% only, Traffic and Commercial Staff in erstwhile GP Rs.1800(Level-I of VII CPC) are allowed, while in LDCE; the same Traffic and Commercial Staff in Level-I(GP Rs.1800) are permitted, subject to fulfillment of educational qualification on par with D.R. Quota.
The present AVC, in vogue, as mentioned-above in para(ii) above, deprives Traffic(Operating Staff), in Level-II(Rs.1900 GP), working as Pointsman `A’ and Gate Keeper `A’ of chances of promotion to the combined Commercial-Cum-Ticket Checking Cadre. Earlier, initial post of Ticket Checking Staff had been in GP Rs.1900, i.e. Level-II of VII CPC, as such, Pointsman `A’ and Gate Keeper `A’ of Traffic Department, in GP Rs.1900(Level-II) were being considered for promotion in the said cadre.
Since after implementation of VII CPC recommendations, entry level of Commercial/Ticket Checking Staff (Combined Cadre) is in erstwhile GP Rs.2000(Level-III of VII CPC), as such, one stage lower staff of Traffic Department, i.e. Pointsman `A’ and Gate Keeper `A’ in GP Rs.1900(Level-II of VII CPC) should be permitted in GDCE and LDCE Quota for promotion to the post of combined Commercial-Cum-Ticket Checking Cadre.
In this connection, we would like to invite Board’s attention that, consequent upon upgradation of ASM post as SM post in GP Rs.4200(Level-VI of VII CPC) for 25% General Selection, and for 15% LDCE, all the Traffic(Operating Staff), right from Level-I to Level-II, both GP Rs.1800 and Rs.1900, along with Sr. Trains Clerk, in Level-IV, are allowed for promotion. As such, on par with SM’s post, in Rs.4200 GP(Level-VI), even for the post of Commercial-Cum-Ticket Checking in Level-III, all the Commercial, Operating Staff in Level-I and Level-II, shall be allowed for promotion under 33/1.3% General Section and 16/2.3% LDCE.
In this connection, attention of the Railway Board is also invited toward the pending case in Hon’ble High Court of Kerala, wherein the Appellants, working in Level-II have drawn attention of the Hon’ble High Court that, South Eastern Railway has decided to permit Operating Staff in Level-II for the post of Commercial-Cum-Ticket Checking, in Level-III of the VII CPC, for LDCE Selection, in order to comply with CAT orders No.357/2017.
It would, therefore, be quite appropriate that, Operating Staff, in Level-II, i.e. erstwhile GP Rs.1900, are allowed to appear along with Level-I Operating/Commercial Staff, in erstwhile GP Rs.1800, for the post of Commercial-Cum-Ticket Checking in Level-III, i.e. GP Rs.200, in General Selection/LDCE Promotion, in the larger interest of justice and parity.
