Sub: Provision of Overcoat and Raincoat to the Supervisors of S&T Department

As per Dress Regulations, 2004, issued from the Railway Board on 05.01.2005, Supervisors of the S&T Department are entitled for Raincoat (used to supply once in a year) and Overcoat (used to supply once in three years) as Protective Gears.

Subsequently, upon issuance of RBE No.141/2017 dated 03.10.2017 for payment of Dress Allowance, this was discontinued nevertheless it was clearly mentioned in the said RBE that Dress Allowance covers only basic uniform of the employee and any Special Cloth provided earlier would continue to be provided. Railway Board vide letter No.2015/Sig/Non Gaz/1 dated 18.03.2019 further issued instructions regarding provision of Protective Gears to certain category of staff. Both of these letters created confusion amongst the Zonal Railways.

As Railway Board did not make any amendment in the Dress Regulations, 2004 regarding supply of the Protective Gears, the provision of supplying Raincoat and Overcoat to the Supervisors of the S&T Department still exists.

Our North Western Railway Affiliate – North Western Railway Employees Union raised the said issue in their GM PNM vide Item No.49/2017, and after detailed deliberations, a reference was made by the Railway Administration to Railway Board vide letter dated 03.09.2021, followed by reminder dated 03.02.2023(copy enclosed). Regrettably, despite elapsing a pretty long period of around two years, nothing has been heard from the Railway Board in this regard.

In view of the foregoing, Board are requested to communicate necessary instructions to all the Zonal Railways and Production Units to continue supply of Protective Gears to the Supervisory Staff of S&T Department, and advise this office accordingly.

An early action in the matter shall be highly appreciated.
