As already pointed out, restructuring of any cadre in the Indian Railways is always done on the basis of total sanctioned strength in the cadre and not on the basis of cadre strength in operation. Unfortunately, Railway Board have issued orders for cadre restructuring of the IT Cadre over the Indian Railways, stipulating that, restructuring is to be implemented with reference to the cadre strength in operation as on 01.04.2017……..

Kindly call for AIRF’s letter of even number dated February 8, 2018 on the above-subject matter. As already pointed out, restructuring of any cadre in the Indian Railways is always done on the basis of total sanctioned strength in the cadre and not on the basis of cadre strength in operation. Unfortunately, Railway Board have issued orders for cadre restructuring of the IT Cadre over the Indian Railways, stipulating that, restructuring is to be implemented with reference to the cadre strength in operation as on 01.04.2017 and the vacant posts to be surrendered outrightly. On our regular persuasions and taking-up the matter in different Negotiating Fora as also assured by your goodself in the All India IT Cadre Seminar, held in New Delhi on 09.03.2018, that Cadre Restructuring shall be implemented at par with other cadres of the Indian Railways, meaning thereby that, the entire cadre strength would be taken into account and not the cadre strength in operation as on 01.04.2017 and further no vacant post would be outrightly surrendered.
AIRF was awaiting some positive instructions from the Railway Board, as assured time and again during the course of discussions, but unfortunately, RBA No.114/2018 dated 13.10.2018 has been issued, whereby original orders of cadre restructuring of the IT Cadre, issued vide Board’s letter No.2016/AC-II(CC)/37/9 dated 18.04.2017 and 29.12.2017 have been reiterated, meaning thereby that, the same would be implemented with reference to the cadre strength in operation as on 01.04.2017, and the posts of the SSE(IT) and JE(IT) not in operation as on 01.04.2017 are to be treated as deemed to have been surrendered, which is highly unfair and in contravention to the assurances repeatedly given to AIRF during the course of several discussions, as mentioned above.
It would, therefore, be in all appropriateness that, RBA No.114/2018 is withdrawn forthwith and clarification is issued to all concerned officials to implement cadre restructuring of the IT Cadre on the same analogy as is done in case of other cadres, i.e. cadre restructuring is implemented with reference to total cadre strength and not on the cadre strength in operation, without surrendering the vacant posts of the SSE(IT) and JE(IT) not in operation as on 01.04.2017, at an early date.
This may kindly be treated as “Most Urgent”.
