Increment on Promotion in same Grade.

DC/JCM Item No.14/2007-Fixation of pay under Rule 1313(1)(A)(1)(erstwhile FR 22C) to the staff promoted to the identical scales of pay carrying higher duties and responsibilities was discussed today, i.e. 11th May, 2012 with the EDPC-II, Railway Board, wherein it has been agreed that one increment will be granted as status promotion to - (i) MCM-JE, (II) Sr. PWS-JE, (iii) Sr.Matron-ANO. The issue of Loco Pilot, Guards, referred back to DoP&T is under active consideration.

Clarifications on Children Education Allowance

Railway Board has issued clarifications on Children Education Allowance-RBE 45/2012.

Development Fee/Parents Contribution charged by the school/institution in lieu of tuition fee shall be reimbursed.
Fee charged directly by the school/institution for catering to the special needs of the child with disabilities, duly certified by the school authorities, shall be reimbursed.
Henceforth, there will be no minimum age for any child for claiming reimbursement of Children Education Allowance/Hostel Subsidy.
Reimbursement may be allowed if the Government servant produces a duplicate receipt, duly authenticated by the school authorities.
Any encashment in the ceiling of reimbursement per annum due to increase in DA by 50% shall be applicable on pro-rata basis from the date of increase in DA .

7 % increase in DA

7 % increase in DA from 58% to 65% has been announced for Central Government Employees in cabinet meeting on 23.03.2012. Rates will be effective from 01.01.2012.

Union Budget: 2012-13 Highlights

Government raised the exemption limit for income tax by just Rs 20,000 from Rs 1,80000 to Rs 2 lakh.
The new tax slabs are as follows:

Up to Rs 2 lakh: No tax

From Rs 2 lakh to 5 lakh: 10%

From Rs 5 lakh to 10 lakh: 20%

Above Rs 10 lakh: 30%

The homeowners of apartments can enjoy tax exemption of Rs. 5000/. Spent on maintenance. This exemption level has been increased from Rs.3000/- to Rs. 5000/-

Exemption permitted upto Rs 5000/- for expenses incurred on Preventive Health Check up

Exemption of Rs 10000 on interest earned from Savings Bank depsosits for people with income upto Rs 5 Lakh

Grievances of Rajbhasha Staff and Stenographers

All India Railwaymen’s Federation has requested the Railway Board(Ministry of Railways) to address the grievances of the Stenographers, working over the Indian Railways at par with Rajbhasha Staff, in-house, as was agreed earlier by the Railway Board. The demand of the AIRF was that the Stenographers should be treated at par with the Stenographers working in the Railway Ministry.

Another Victory of Railwaymen

At the behest of General Secretary/AIRF, Railway Board has dissolved the committee formed earlier for Corporization of RCF. Com. Shiva Gopal Mishra strongly objected the move on 10.01.2012, due to storng objection of AIRF Railway Board has issued order to dissolve the committee on 16.01.2012.

AIRF's brings another victory for Railwaymen

Long pending demand of granting annual increment to those whose date of increment fell between February to June 2006 w.e.f. July 2006 has been acceded to in the meeting of the National Anomaly Committee held on date 05.01.2011 at New Delhi.

On the perusal of AIRF Railway Ministry has forwarded the proposal of Grade Pay Rs 4800 for Apex Level supervisors to Ministry of Finance(Department of Expenditure). The total expenditure will not be more than Rs. 20 Crore. AIRF assures that matter will be pursued with MOF.
